We were created to honor the bright, determined, and unforgettable life of Carter Epperly, a Powhatan High School student whose spirit and resilience left a lasting mark on everyone he met. Our foundation’s mission is simple and heartfelt: to continue Carter’s legacy by providing scholarships to students in our community who are connected to the world of special education—those who live it, those who teach it, and those who want to make it their life’s work.
